Motion Blur
1. Open up your image in PSP and go to Effects > Blur > Motion Blur. This effect works better on objects/people who look as if they are moving lol (unlike my example!).
2. Set the 'Intensity' to 40 pixels and click 'Ok'.
3. As your image will look messed up, click 'Ctrl' and 'C' (copy), 'Ctrl' and 'Z' (undoes) and finally 'Ctrl' and 'L' (pastes as new layer).
4. Go to Layers > Properties, change the 'Opacity' so it's much lower and click 'Ok'.
