Punk Dots
1. Open up an image in PSP, or copy this one I'm using of Seth Green if you like:

2. Go to Colours > Decrease Colour Depths > 2 colours, and change your settings to these:

3. Then go to Colours > Increase Colour Depth > 16 million colours.
4. Press 'Ctrl' and 'C' (copies the layer) then 'Ctrl' and 'Z' (undoes the punk dots) then 'Ctrl' and 'L' (recreates the punk dots as a layer).
5. Go to Layers > Properties, and set the opacity to somewhere between about 12-30%. If you do it much higher, you'll lose a lot of the image's colour. Your end product should look something like this:
