This is a very simple technique, and there's not much to it really :)
1. Open up a new image in PSP, and floodfill it using 
any colour you want. Then select another colour from the colour palette and click 
.
2. Click your image, then change your settings to these below, but you can choose your own font, size and wording lol.
3. Click 'Ok', and go to Selections > Modify > Expand, and expand by 2. Click 'Ok'.
4. Open up a new image with a white background in PSP, and and copy and paste your text onto it. Do it again, and then move the text you just pasted a little to the side so it looks 3D. Do this 2 or 3 times, and you should end up with this:
