Water Effect

1. Open a new image in PSP, of any size, with a white background.
2. Click , and if the 'Tool Options' aren't up in, right click and choose 'Tool Options'.
3. Make sure you select 'Neon Green', like in the picture below:



4. Draw over your image. Next go to Effects > Geometric Effects > Ripple, and change your settings to these:



5. Finally go to Colours > Colourise and change the colour of your water to blue, or whichever colour you prefer :)
