Wind Effect
1. Open/paste a photo into PSP. I'm using this:

2. Go to Effects > Geometric Effects > Wind. Change the 'Strength' so it's quite high (between 10 and 20), and if you like change the direction of the wind from left to right, or vice versa. Press 'Ok'.
3. Your image will look really blurry, so press 'Ctrl' and 'C' (copy), 'Ctrl' and 'Z' (undo) and 'Ctrl' and 'L' (paste as layer).
4. Go to Layers > Properties, and change the 'Opacity' to a lower number. It'll be different depending on the image you used, but just play around until you come up with something you like.
