1. Make a square image with a white background in Paint Shop Pro, anything bigger than 150 x 150 (pixels) should work fine.
2. Click Paint Brush and put lots of different shaded circles all over your image. Here's mine:



3. Go to Effects > Geometric Effects > Pixelate, and set the 'Block Height' and 'Block Width' to 25, and press 'Ok'.



4. Now go to Effects > Geometric Effects > Circle, and you should end up with:
