1. Open a background image in PSP and click
, then click your image.
2. Set up the text options like mine. It works best if you use a simple, broad font:

3. Go to Layers > New Raster Layer, and click 'Ok'. then go to Effects > 3D Effects > Dropshadow:

4. Press 'Ctrl' (and hold down), and '2', and then let go of both. Then go to Layers > Delete. Press 'Ctrl' (and hold) and 'D' (let go of both). Save and you're done :)
