1. Open up the image you want to mosaic in PSP. I'm using this:  2. Go to Effects > Texture Effects > Mosaic - Glass... 3. Change your settings to match mine:  4. Press 'Ctrl' and 'C' (or copy), 'Ctrl' and 'Z' (or undo) and 'Ctrl' and 'L' (paste as new layer). 5. Go to Layers > Properties and change the 'Opacity' to a really low amount, probably somewhere between 10 and 20. Press 'Ok'. 6. Remember you can mess around with the mosaic variables and opacity, the numbers I've used are just a general guide to get you started :)  If this tutorial helped you, please link me on your site.
