1. Open up a new image (or if you like, a background you've already made and want to add this effect to).
2. Go to Effects > Artistic Effects > Balls and Bubbles.
3. Now on the tabs which say 'Shape', 'Surface' and 'Illumination', change your settings to match mine (or play about with the numbers until you get an effect you like):







4. Click 'Ok' and press 'Ctrl' and 'Y' to repeat, then save! If you don't like the colour, try my colourising tutorial.
